Code of Administrative Procedure

The Code of Administrative Procedure indicates the procedure in administrative proceedings. Administrative proceedings take place in areas where public authorities decide on rights and duties of individuals. Administrative provisions shall be applicable except for where a special law determines different practice (principle of subsidiarity in administrative procedure). Prior to the Code of Administrative Procedure are special procedural arrangements (Act on the Administration of Taxes and Fees, the Building Act, Act on Rail systems, Act on Free Access to Information).
